Concern
Gotta give this some seriously creative thought. The Elderly, Children, Parents with Babes in Arms, the Indigent, the Homeless don't need these kinds of barriers. We as City Residents, Downtown Businesses, and other Entities need to pay for this—most certainly—but I'd be interested in some means other than fees or taxation. One shouldn't have to pull out a wad of cash or use a Credit Card to access basics such as clean and safe restrooms, clean water, adequate seating, shaded areas, etc. Reminds me of the song, Master of the House from Les Misérables: Tax Everything! Goes against my idea of an Inviting Downtown Community. I don't know the answer . . . ~RKM

Suggestion
Based upon the amount of homeless within Colorado Springs, this 'Portland Loo' style (in my opinion) is the better option for downtown.
this should be removed from here as it was incorporated into prior section
