The Olympic Museum Developments have been yet another disastrous boondoggle using stolen taxpayer funds that continue to suck millions of taxpayer dollars unable to support themselves. Try reducing the tax burden on residents and stop wasting taxpayer dollars on anything that isn't Public Safety (Police & Fire); Road Infrastructure (Worst for a City our Size in the Nation & No Excuse with Billions Wasted on idiotic Bicycle Lanes used by less than 1% of the population); and REAL Energy Infrastructure (Natural Gas, Nuclear & Clean Coal from Wyoming) that can support a growing city and doesn't require low income & fixed income citizens to freeze in the dark like a 3rd world country because of a green energy grift and scam of lies that tried to operate on unicorn farts.

I don't think SCIFs would be included in downtown office space/outside of an installation since it would be prohibitively expensive - they are already hard enough to construct within the fence
Concern
Concrete measures should be taken to ensure the safe use of these restrooms. Maybe constant sweeps, maybe a very central location of these facilities. Maybe a type of facility separated into units just large enough for one stall each like in the larger European cities. I've seen many a time in other cities (with a large homeless population) where the homeless population camp within, and around, a public restrooms, either for sleeping, illegal drug-use etc. and then the restroom becomes an unsafe, off-limits area for the local population.

This is a very well done plan. However, it doesn’t appear to address a permanent solution to the chaos caused by the homeless population downtown. Recently the City and CSU spent millions of dollars on rehabilitation of Shadow Lake, Duck pond and Monument creek. A beautiful job. Unfortunately homeless are allowed to camp, strew trash, light camp fires and toilet all along the creek. I’ve witnessed all of this firsthand. It’s especially embarrassing when my out-of-town guests witness this as well. Calls to police, fire department and other city agencies are ineffective. It’s my understanding that ordinances are in place regarding littering and camping near a waterway, but there is no effective enforcement.
Unfortunately, if a Plan doesn’t include the hard choices and hard work required to effectuate its vision, it’s just a beautiful fantasy.
