Concern
Downtown employment increase of "Up 14% since 2002" is 0.6% yearly on average. This is not a convincing argument for the need to support (either with zoning changes or financial backing) additional dense housing in the Downtown area.
Suggestion
Review and Revise as necessary . . . ~RKM
Suggestion
public transportation to and from downtown to parks like Garden of the Gods, Cheyenne Mountain State Park, red rock canyon open space. This would benefit residents and visitors.
Concern
This comment is in the interest of tourism, economy, culture, (among other subjects), for Colorado Springs. As a Colorado native (LONG TIME native), I have a concern and a suggestion to solve the concern. I believe we need to consider having a policy that all buildings to the west of I-25 be built no higher than one to two stories high. This would help to protect the view of the mountains which would help all of the subjects mentioned above, Especially, it would preserve the view of the heart of Colorado Springs, which directly effects our tourism, economy, and culture. High rise buildings on the west would threaten our incomes, as well as the souls who travel or live here. Those that love the mountains, nature, and outdoor recreation, etc. High rise buildings would threaten all of these benefits and we should make sure it is protected.
Concern
I feel as though my tax dollars have been wasted on the downtown area that I rarely see as I am too busy working in other areas of the city. I see roads all over the rest of the city in need of repairs, street lights in need of maintenance, traffic paint that has faded, traffic signals out of sync that encourage people to run reds as they have waited through too many cycle changes, bad drainage in heavy rains, etc. I was naive to believe that the tax dollars were for the entire city, not just the small downtown area. The rest of the city has been allowed to sprawl in ways that do not look planned. The downtown area used to be pretty, but has become cluttered. I wish more of this tax expenditure was directly voter approved.
Suggestion
Don't need to capitalize state
Please include 2050 Regional Transit Plan
this can be updated to 2024:

Peterson Space Force Base
PPSC has some 4-year programs now, so perhaps this description should be adjusted
Concern
In the TOC of the PDF (not showing here) Volume 2 still says Elevate Downtown Master Plan. "Master" should be removed.
Question
Scrolled through this entire document and couldn't find anything in the 22 pages that quickly articulates what the current plan is. Could someone just tell me what the plan is??
Old data - please update with more current info
Suggestion
Should be "active"?
Suggestion
As a local small business owner without a brick & mortar location (I'm a consultant, so I don't need a physical office location), I would love to have some sort of co-working space besides our busy coffee shops (which I love and utilize) with state of the art technology to create video content, podcasts, conduct private Zoom meetings, etc. That's a way my community can give back to me, a professional and community member who gives a lot to COS!
Suggestion
Alpine Bank tower
Downtown Plan Area outline needs to shift slightly to the east so that it's east of I-25.
I think that Nazarene Bible College has moved to online only classes.
Suggestion
Is it still the Wells Fargo Tower? I think it's another bank now.
Suggestion
I have lived on the north edge of downtown since 2019. While I appreciate the effort and suggestions made in this document, NONE of this will improve the livability and image of downtown unless something is done FIRST about the safety and cleanliness of the downtown area. I see trash dumped daily into Monument Valley Creek by the homeless population who camp and live along the Creek. Illegal drug use persists in the area. I don’t walk in this area without carrying pepper spray as some of my neighbors have been harassed and threatened when walking in or near Monument Valley Park.
Residents in our condo building submit several requests to Go COS to get the area cleaned up which becomes fruitless. Several days after submitting a request, the area is partially cleaned up and the very next day it turns into a dumping ground. Our building organizes our own cleanup of the area, but that too is fruitless as there is very little city patrol or monitoring of the area to keep it clean. The downtown area feels UNSAFE!
The only solution to help clean up and revitalize the downtown area would be to relocate the Marian House. Otherwise, the money and other efforts to improve downtown are a waste of time and money.
Suggestion
These timeline pages are a little hard to read. It would be great if it were laid out a little more conventionally, or at the very least, with the eras anchored at the bottom and all the dates together at the top. Or vice-versa.
Concern
Mis-bolded
