The Capital Facilities Element is a vital part of enabling sustainable growth and a strong housing market. We encourage the City to:

Prioritize infrastructure investment in designated growth and infill areas;

Align capital improvement schedules with housing targets;

Maintain transparent timing of utility projects that affect development feasibility;

Ensure annexation areas are infrastructure-ready through pre-planning;

Balance capital cost burdens so they don’t stall urgently needed housing projects.

These strategies will help ensure that Lacey can grow in a fiscally responsible, equitable, and housing-supportive way.

Why aren’t retention ponds locked? If it were a swimming pool, there would be all kinds of protections in place.
