PW is a local government agency, and it has a lot of financial resources from tax payers and their employees can use ENTERPRISE software 's in their daily tasks without thinking about the money , but a lot of Los Angeles County residents( people of color, low income , single parents, seniors,...) cannot afford to buy original expensive software's like (Microsoft Office, MS Windows , AutoCad, ArcGIS ,...) to communicate with PW employees or use PW services or products for example submitting a Microsoft Word file(letter, permit , resume, ...) to PW need a low income resident spend $100 to buy Office 365 license to send a letter to PW in .doc format and it is wrong and it is not fair. Downloading an excel file from PW website and ... is another example. PW should use European Parliament model and force all its divisions to give an option to residents(customers) to use Open Source software's like Linux, Libre Office, QGIS,... to use its products and services. For example, PW cannot force a candidate have an interview in MS TEAMS, they should give an option to employee to have an online interview with open source and free software's. Using Open Source and Free software's will protect residents PRIVACY and CYBER SECURITY. PW force residents to go online and download cracked unsafe illegal Russia or Chinese or Iranian versions of Office to send a Microsoft Word or Microsoft excel to PW. I recommend all divisions managers read European Commission Digital Strategy and United Stated federal government policies for using open-source software's to protect citizens rights and also protect physical infrastructure from cyber-attacks and ...We should switch to LINUX in all our PC. Many serious countries like INDIA or GERMANY government agencies or military divisions are switching to open source and free software's to protect their infrastructure. We should switch all our IT system to LINUX based systems, and it needs to hire a lot of LINUX experts. FORCING employees to use Microsoft Edge can be considered invasion to privacy of employee or customer. We should start thinking about these type of thing in PW and in general in LA County. Who, what body, or what is the process of defining what fair and just is and how do you ensure that you're not taking away from others to provide fair and just distribution of resources given that resources are not infinitely available.

How do we change what already exists? Would we be advocating to remove/replace existing infrastructure if it's no longer seen as "equitable"?
