NRMP Page 2-14 Table Cell 5.1a describes an annual meeting between a "parkway resource group" and Parks staff.
(Side note: not sure why this would need to be a sub-committee to the ARPAC. It could be a group approved by the ARPAC and could be very similar or an extension of the NRMP Task Force.)

In regards to my comment above consider the following:
That means [...] issues, recommends an action or two that would address the issue that can be considered by the Advisory Committee that ultimately endorses or provides a recommended solution. This process will ultimately guide [...] every two years."

I would suggest that the annual report also includes some potential solutions to issues. I would also like to think that the Advisory Committee includes Regional Parks' staff (a collaborative) and that the recommended solution is what is implemented (by Parks or others).

"nimbly [...] worst implementation problems" makes it sound as though we are expecting to implement projects that have problems. Consider... "The key to [...] nimbly address issues that arise."

It would be helpful to define who makes up this committee.

I don't think jumping to "Update Goals" should be the next step after "assessment." The next step should be "adaptive management actions" which then start the cycle over again. Most management actions and projects take more than 2 years to truly understand its outcomes and performance over time. Hence my suggestion for keeping NRMP review and update to a 5-year cycle.
Correction: this suggestion is intended for the "NRMP Plan Update" step.

Suggestion
Add a note of "every 5 years" to the element of the flow chart.

Suggestion
It is mentioned previously that the NRMP will be reviewed and updated after 5 years. Here it is saying the goals and objectives will be updated every 2 years and the NRMP every ten years. I think a standing 5-year review of the entire NRMP is more appropriate and less of a burden on Regional Parks and stakeholders/advisory committee/task force.

Suggestion
Replace the paragraph starting with "4. Learning, and using what works." with "4. Learning and adaptive management. Annual monitoring and reporting will identify what management actions and projects are working and not working in addressing NRMP goals and objectives and will be used by the Advisory Committee in developing specific solutions for adaptive management."

Suggestion
Replace paragraph starting with " 3. Identifying clear thresholds..." with "3. Identifying management triggers. The monitoring plan provides recommended thresholds that will help Regional Parks plan and prioritize management actions in the Parkway."
Cara Allen Apr 12 2022 at 10:14AM on page 8
Suggestion
Replace paragraph starting with "2. Annual reporting.." with " 2. Annual reporting. The annual monitoring report should highlight the achievements but also clearly identify problems that need to be addressed." The other text is unnecessary and fluff.
Cara Allen Apr 12 2022 at 10:05AM on page 8
Suggestion
Replace sentence starting with "While it is a broad oversight tool" with "While it is a broad oversight tool, the monitoring plan includes metrics that are specific for tracking the NRMP goals and objectives."
I do not think the proposed "measures" are SMART nor do they need to be if the monitoring plan is a "broad oversight tool."
Cara Allen Apr 12 2022 at 9:58AM on page 7
Suggestion
The last half of the last sentence should mention that in addition to individual monitoring plans that stakeholders/project proponents might be completing, there may be additional monitoring that Regional Parks imposes for the purposes of the NRMP.

Question
"Parkway Masterplan" is this the American River Parkway Plan? If so, change to "Parkway Plan"
